This program is administered by the Department of Energy. WAP provides State/Territories/Tribes/DC with funding to then partner with CBOs and local governments to implement provide weatherization services to low-income families. Many applicants also leverage funding with non-DOE funds (LIHEAP, utility funding, etc. ). Households at or below 200% of poverty is considered ow-income for this program. These grants awards are usually between three and five years. FY2020 awards totaled (estimated) $270 million, though average amount of assistance is about $7,700. Up to 10% of the grant can be spent on administrative expenses.
